In today’s world, development is about making institutions stronger and getting results. The World Bank came up with the Program-for-Results (PforR) financing instrument in response to the growing demand from government officials, parliamentarians, civil society, and the private sector for programs that will help in the construction of institutions and the delivery of sustainable results. This was intended to address three major financing areas: support for the project, the program, and the policy. On the other hand, addresses the requirements for financing project support and policy support are addressed by Investment Project Financing (IPF) and Development Policy Financing (DPF).
Since its inception in 2012, the use of PforR has steadily increased. There were 139 PforR operations with financing totaling $44.5 billion as of September 20, 2022.Operations of PforR have frequently served as a platform for securing development partners’ support for government programs and the enhancement of those programs’ systems.
Using indicators, also known as Disbursement Link Indicators (DLIs), the PforR financing instrument is designed to address issues with program support by establishing a direct link between the achievement of particular program results and the disbursement of funds. This fundamental PforR principle, which also increases productivity and effectiveness, makes it possible to achieve measurable, long-lasting program outcomes.
Disbursement Link Indicators (DLI) are indicators that indicate when PforR funds are distributed based on predetermined outcomes and indicators. The certainty and anticipated performance of development projects are guaranteed by this fundamental PforR principle. However, experience demonstrates that, despite the PforR programs’ explicit focus on results through DLIs, integration of the indicators with the programs’ overall goal is fraught with difficulties. As a result, the goal of this training is to improve project officers’ abilities to manage Disbursement Link Indicators (DLIs) so that Programme for Result interventions can be successfully implemented.
